Legal notice
The Platform is published and operated by:
- Legal name: Services Conseils Stampy Technologies Inc
- Contact: support@dossiersfaciles.xcales.net (see Article 25)
Preamble
These Terms of Service (hereinafter the "Terms") govern access to and use of the DossiersFaciles platform (hereinafter "DF" or "the Platform"), an intermediation service connecting Clients wishing to delegate the completion of administrative procedures in Cameroon with independent Facilitators who carry them out.
Access to the Platform requires the creation of an account: the Platform offers no anonymous browsing. By creating an account, the user acknowledges having read, understood and accepted without reservation these Terms as well as the Privacy Policy.

Article 2 — Purpose
These Terms define the conditions of access to and use of the Platform, the registration procedures, the conduct and payment of Missions, the rules applicable to messaging, documents and evidence, the respective rights and obligations of the parties, the liability regime, as well as the applicable law and the resolution of disputes.
Article 3 — Acceptance and modification of the Terms
3.1 Acceptance
The creation of an account is subject to the express acceptance of these Terms and of the Privacy Policy, evidenced by a dedicated checkbox. This acceptance is timestamped and retained by DF as evidence, in accordance with Article 26 of Law No. 2010/021 (the burden of proof of information and consent resting on the provider).
3.2 Modification
DF may modify these Terms. Any substantial modification is notified to the user in the application at least 30 days before it takes effect. Continued use of the Platform after that effective date constitutes acceptance. The applicable version is the one in force on the date of each order.
Article 4 — Nature of the service and status of DF
4.1 Intermediation platform
DF is a connecting platform. DF does not itself carry out the procedures: these are performed by independent Facilitators (Article 17). The service contract is established directly between the Client and the Facilitator; DF provides the technical intermediation, the securing of exchanges and the organization of payment.
4.2 No affiliation with the administration
DF is a private, independent service. DF is neither affiliated with, nor mandated by, nor a partner of any public administration nor of the Government of Cameroon, and holds no power to issue, sign or authenticate official documents, these prerogatives being the exclusive preserve of the competent administrations.
The Facilitator acts as material and logistical assistance to the Client (assembling a file, transporting documents, filing, follow-up, collection). He is not a public official and may not be presented as such.
4.3 Obligation of means — no guarantee of result
The decision whether or not to issue a document lies within the sovereign appreciation of the administration concerned. DF and the Facilitator are bound by an obligation of means and not of result: they do not guarantee obtaining the document nor the timeframes specific to the administrations.
4.4 Services covered (indicative)
By way of indication and without limitation: birth certificate, National Identity Card (duplicate, renewal), passport, legalizations, administrative competitive-examination files, and other procedures published in the catalogue. DF may change the catalogue at any time.
Article 5 — Geographic scope and service levels
5.1 Scope
As of the effective date, DF operates exclusively in Yaoundé (Cameroon). Any extension is communicated in advance. The availability of the service depends on the presence of Facilitators in the area: an area without an available Facilitator may not allow the creation of a Mission.
5.2 Service levels
Two levels are offered, whose price differs and which are recalled to the Client before payment:
- Standard: the Client travels to the filing location (administrative office or agreed meeting point). Depending on the procedure (for example a legalization), the Client may have to wait on site or make a second trip; these constraints are indicated in the application.
- Premium: the Facilitator travels to collect and return at the Client's address. This level is subject to a surcharge that varies by area.
Article 6 — Registration and account
6.1 Conditions
Registration is free and reserved for natural persons aged 18 years or older, holding a valid Cameroonian phone number (prefix +237). Authentication is carried out by phone number and one-time code (OTP) received by SMS; the Platform does not use a password.
6.2 Asymmetric identity verification
DF applies verification proportionate to the role:
- Client: verification by OTP of the phone number only. No identity document is required to create an account or order a Mission.
- Facilitator: enhanced verification mandatory in order to accept Missions and receive payments, comprising a photograph of the National Identity Card (front and back), a matching selfie, and a manual validation by the DF teams. This verification meets, in particular, the obligations to combat money laundering and terrorist financing (Law No. 2010/021).
The processing of the Facilitator's selfie and identity document constitutes processing of sensitive biometric data within the meaning of Law No. 2024/017; it is subject to a specific and separate consent from the acceptance of these Terms (Article 19).
6.3 Single account and confidentiality
Each user may hold only one account. The creation of multiple accounts is prohibited and may result in the suspension of all the accounts concerned. The user is solely responsible for the use of his account; any action carried out via his number and his OTP is deemed to emanate from him. Any suspected fraudulent use must be reported without delay to support (Article 25).
6.4 Account recovery
In the event of loss of the number associated with the account, the user may request a recovery via the procedure provided in the application (security questions or escalation to the DF teams). DF may refuse a recovery in the event of doubt as to the identity of the requester.
Article 7 — Conduct of a Mission
7.1 Creation and payment
The Client creates a Mission by selecting the procedure, entering the necessary information, then validating the summary. In accordance with Article 12 of Law No. 2010/021, the Client may review the details of his order and the total price, and correct any error, before confirming. Full payment occurs at creation (pre-payment); no Mission is broadcast to Facilitators before confirmed collection of funds.
7.2 Assignment
The paid Mission is broadcast to eligible Facilitators in the area. The first Facilitator to accept it becomes its assignee. The Client does not choose the Facilitator by name.
7.3 Execution and secured milestones
Depending on the procedure, execution may include the collection of originals, filing with the administration, the purchase and affixing of official stamps, then the return of the document. Physical handovers are secured according to the symmetric protocol described in Article 9.
7.4 Confirmation of receipt
The Mission is deemed completed when the Client confirms receipt of the document by means of the one-time return code. This confirmation triggers the release of the balance to the Facilitator (Article 10) and opens the claim window (Article 13).
Article 8 — Mission messaging
8.1 Official channel
The Messaging integrated into the Platform constitutes the official communication channel between the Client and the Facilitator for the follow-up of a Mission. Personal contact details (phone numbers) are automatically masked there.
8.2 Retention and evidential value
Exchanges via the Messaging are timestamped and retained by DF. In accordance with Articles 32 and 34 of Law No. 2010/021 (retention of transaction data and probative value of the electronic writing), they may be produced as evidence in the event of a claim or dispute and serve as the basis for the arbitration of the DF teams. Only the exchanges carried out via the Platform's Messaging are taken into account as evidence by DF in the context of a claim, dispute or mediation. Communications carried out through any other channel (calls, messages outside the application, social media) may not be invoked to that effect and do not bind DF.
8.3 Prohibition of circumvention
It is prohibited to use the Messaging to exchange contact details with a view to dealing outside the Platform, or to circumvent the payment and the commission. Any relationship, communication, agreement or payment entered into outside the Platform is the sole responsibility of the parties concerned and does not bind DF: the protections offered by the Platform (escrow of funds, evidence of exchanges, arbitration of disputes) apply only to interactions carried out within the Platform (Article 16).
Article 9 — Documents, photos and evidence
9.1 Symmetric handover protocol
Physical handovers rest on a simple principle: the party who hands over films the handover and generates a one-time code; the party who receives enters this code to validate.
- Collection of originals: the Client photographs the documents handed over and communicates the code; the Facilitator enters this code to begin. Collection is mandatory for certain procedures (for example ID card duplicate, passport, competitive-examination files) and optional for others.
- Return: the Facilitator photographs the handover; the Client enters the return code to confirm receipt.
The one-time codes are valid temporarily and limited in the number of attempts. In the event of a blockage, the DF teams may intervene.
9.2 Procedure photos
The photos taken during execution (documents collected, stamps affixed, document obtained, handovers) constitute internal evidence intended for follow-up, securing and arbitration of disputes. They do not constitute public content.
9.3 Client documents
The Client may upload documents necessary for the procedure. He certifies the authenticity and accuracy of the documents and information provided. The provision of falsified documents or untruthful information results in the failure of the Mission through the Client's fault, without refund, and exposes him to the suspension of the account as well as to the proceedings provided for by law.
9.4 Retention periods
The retention periods are differentiated according to the nature of the data and specified in the Privacy Policy, in particular:
- Client documents: retained for the duration of the Mission and deleted within 15 days following its closure, except in the event of an ongoing dispute.
- Handover proof photos: retained for 5 years under anti-money-laundering obligations (CEMAC Regulation No. 01/CEMAC/UMAC/CM).
- Facilitator's identity document and biometric data: retained for the duration of the account's activity, then 5 years after its closure (CEMAC anti-money-laundering obligations).
The Facilitator's access to the Client's documents is revoked upon closure of the Mission; any subsequent retention or reuse by the Facilitator is prohibited.
Article 10 — Payments, escrow and financial flows
10.1 Status of DF with regard to payments
DF is neither a payment institution nor an issuer of electronic money within the meaning of Regulation No. 04/18/CEMAC/UMAC/COBAC of 21 December 2018. Payments (Mobile Money, card) and the temporary holding of funds (escrow) are operated by a licensed Payment provider partnered with DF. DF acts as a connecting platform and principal, and keeps an internal accounting register reflecting, for each Mission, the state of the sums (in transit, held in escrow, or available for withdrawal).
10.2 Means of payment
As of the effective date: MTN Mobile Money, Orange Money and bank card. DF may change the accepted means. The price is the same regardless of the means of payment.
10.3 Escrow and staggered release
The amount paid by the Client is held in escrow then released to the Facilitator by milestones:
- an advance corresponding to the costs advanced by the Facilitator (stamps and official fees, travel costs), released upon proof of collection or, for Missions without collection, upon acceptance;
- an intermediate release at the document collection stage;
- the balance of the Facilitator's remuneration upon completion of the Mission, after deduction of the DF Commission.
10.4 Breakdown and transparency
The price paid by the Client is composed of the share due to the Facilitator (services, official fees, transport), the service-level surcharge where applicable (Article 5.2), and the DF Commission. The Client views the total price to pay before confirmation; the internal breakdown between Facilitator and DF is not detailed on the receipt.
The Mobile Money operator fees (collection and remittance) are borne by DF: the Facilitator receives, upon a withdrawal, exactly the net amount of his available balance.
10.5 DF Commission
The DF Commission is a global percentage configurable by DF, displayed to the Client at the time of the order. It applies to the price of the service. No commission value is fixed by these Terms; the applicable rate is the one displayed in the application on the date of the order.
10.6 Facilitator withdrawals
The Facilitator may request the withdrawal of his available balance to the Mobile Money number verified at the time of his registration, under the conditions indicated in the application (in particular a minimum withdrawal amount and any ceilings). For security reasons, changing the withdrawal number requires a new verification.
Article 11 — Right of withdrawal
In accordance with Articles 20 to 22 of Law No. 2010/021, the consumer Client is in principle entitled to a withdrawal period of fifteen (15) days.
However, the Mission consisting of a service performed at the Client's request and tailored to his procedure, the Client, by confirming the order and the payment, expressly requests the immediate execution of the Mission and acknowledges that his right of withdrawal may no longer be exercised once execution has begun, in accordance with the exception provided for in Article 22 of the same law. This waiver is collected and retained as evidence.
Article 12 — Cancellations and refunds
12.1 Cancellation by the Client
- Before payment: the Mission may be cancelled freely.
- After payment: cancellation takes the form of a refund request examined by the DF teams. No refund is automatic.
12.2 Refund levels
| Level | Conditions | Amount refunded |
|---|---|---|
| Full | Mission not started and no actual cost incurred, or confirmed fault/fraud of the Facilitator. | Entirety of the amount paid. |
| Partial | Mission started, with documented actual costs (transport, stamps, official fees). | Amount paid less the actual costs incurred. |
| None | Mission completed and document delivered. | 0. |
The amount refunded may not exceed the amount paid, less any refunds already granted. Any fees charged by the Mobile Money operator are non-refundable. The refund is credited to the original Mobile Money number, generally within 48 to 72 hours after the decision.
12.3 Manual examination
Each request is subject to a manual examination by the DF teams, who assess the applicable level with regard to the state of the Mission and the available evidence. No refund is applied automatically by the Platform. At the time of submitting his request, the Client views a reminder of the applicable levels.
12.4 Cancellation by the Facilitator
A cancellation by the Facilitator after assignment gives rise to a refund of the Client (full or partial according to progress) and may affect the Facilitator's rating.
Article 13 — Claims and disputes relating to a Mission
The Client has a period of seven (7) days from the confirmation of receipt to open a claim if he notes a problem (non-conforming document, damaged, missing originals, incomplete service). Beyond that, the Mission is deemed definitively validated.
During the examination of a claim, the corresponding sums remain held in escrow. The DF teams arbitrate with regard to the available evidence (in particular the handover photos and the Messaging exchanges) and may decide on a full or partial refund, the rejection of the claim, or sanctions against the Facilitator in the event of fault. The decision is reasoned, traced and notified to both parties.
Article 14 — Ratings and reviews
After receipt, the Client may rate the Facilitator (punctuality, professionalism, quality) and leave a comment. The rating is final after submission and the evaluation window is 7 days. DF may moderate or remove a comment contrary to the law (defamation, hate speech, unlawful content), manifestly abusive or off-topic, and retains the numerical ratings except by contrary court decision.
Article 15 — Users' obligations
15.1 Common obligations
Every user undertakes to provide accurate and up-to-date information, to use the Platform in good faith and in accordance with the law and public order, to respect other users, and not to circumvent the Platform (payment or communication outside the application intended to escape the commission or the Platform's protections).
15.2 Client's obligations
The Client undertakes in particular to provide truthful information (in particular the legal names as recorded in the civil registry), to pay the agreed amount, to make himself available for collection or return at the agreed time, to confirm receipt within a reasonable time or to report any problem via the Platform, and to never request any act contrary to the law (forgery, use of forgery, bribery of a public official).
15.3 Facilitator's obligations
The Facilitator undertakes in particular to carry out the Mission with diligence, honesty and professionalism, to respect or communicate the timeframes, to preserve the confidentiality of the Client's information, to return the originals in good condition, to keep his Mobile Money number up to date, and to accept only the Missions he is able to carry out.
15.4 Integrity and anti-corruption
In accordance with Articles 134 and 161 of the Cameroonian Penal Code (corruption and trafficking in influence), it is strictly prohibited to offer, promise or pay any advantage to a public official in order to obtain or accelerate an act within his function, or to claim an influence to that end. The sums paid via the Platform remunerate exclusively the facilitation service and the official fees, which are remitted in full to the administration. Any violation results in immediate termination and, where applicable, DF's cooperation with the authorities.
Article 16 — Scope of DF's liability
16.1 Scope limited to actions within the Platform
DF's liability is strictly limited to its role as intermediary and to the actions carried out within the Platform. Any communication, any agreement and any payment concluded outside the Platform fall outside this scope and do not bind DF (see Article 8.3).
16.2 Exclusions
DF is not responsible for the quality of the service actually performed by the Facilitator (Article 17), the timeframes or decisions of the Cameroonian administrations, the failures of the Payment provider or the Mobile Money operators, nor the acts or omissions of the users.
16.3 Status of technical intermediary — reporting and removal
In accordance with Article 33 of Law No. 2010/021, DF's liability for stored content can only be engaged if, having had actual knowledge of unlawful content, it failed to act promptly to remove it or block access to it. DF puts in place a reporting procedure and promptly removes or blocks the manifestly unlawful content or accounts reported to it.
16.4 Limitation
Within the limits permitted by the Cameroonian law relating to consumer protection (framework law No. 2011/012), DF's liability, when engaged, is capped at the total amount paid by the Client for the Mission concerned. DF is not liable for indirect damages. No provision of these Terms may exclude a liability that cannot be excluded under a provision of public order.
Article 17 — Independent status of the Facilitator
The Facilitator is an independent contractor. He is neither an employee nor an agent of DF, and no relationship of subordination within the meaning of Article 23 of the Cameroonian Labour Code exists between him and DF. The Facilitator freely organizes his activity, his time and his means, and accepts or refuses Missions at his discretion. The Platform's levels, ceilings and quality standards are service requirements and not the exercise of a hierarchical or disciplinary power. The Facilitator personally handles his tax and social obligations.
Article 18 — Suspension and termination
18.1 At DF's initiative
DF may suspend an account temporarily (repeated abusive behaviour, suspicion of fraud, violation of the Terms) or terminate it definitively (proven fraud, falsification of documents, false KYC, serious behaviour towards another user, illegal activity, serious or repeated violation of the Terms). Any measure is notified and reasoned. The user has a 14-day appeal (Article 24.1).
18.2 At the user's initiative
The user may terminate his account from the settings. The account is deactivated immediately; the identifying personal data are deleted or anonymized within a period of 30 days, subject to the data retained under legal obligations (in particular accounting and anti-money-laundering). Termination presupposes that no active Mission, pending payment or open claim remains. The user may, before deletion, export his data (Article 19).
Article 19 — Personal data
The processing of personal data is governed by the Privacy Policy (https://dossiersfaciles.xcales.net/privacy-en.html), an integral part of these Terms, in accordance with Law No. 2024/017 of 23 December 2024 relating to the protection of personal data in Cameroon, and with the retention obligations arising from Law No. 2010/021.
On that basis, in particular:
- the processing of sensitive data (identity document, selfie and biometric data of the Facilitator) rests on a specific and separate consent and is subject, where applicable, to the prior authorization of the Personal Data Protection Authority;
- in the event of hosting or transfer of data outside Cameroon, DF complies with the prior authorization regime applicable to cross-border transfers;
- the user has the rights of access, rectification, erasure, objection, restriction and portability (export of his data from the application), exercised via the contact indicated in Article 25;
- the retention period is limited to what is necessary for each purpose (Article 9.4) or imposed by law;
- the user may lodge a complaint with the Personal Data Protection Authority.
Article 20 — Intellectual property
The "DossiersFaciles" trademark, the logo, the domain name and the elements of the Platform are the exclusive property of DF; any unauthorized reproduction is prohibited. Users retain ownership of the content they publish (reviews, comments) and grant DF a non-exclusive, worldwide and free licence to use this content for the sole purposes of operating the Platform. The documents and photos referred to in Article 9 do not constitute publishable content.
Article 21 — Force majeure
No party is liable for a breach resulting from a case of force majeure as assessed by Cameroonian law (natural disaster, pandemic, national-scale network outage, etc.).
Article 22 — Assignment
DF may assign, transfer or subcontract all or part of these Terms (in particular in the event of a corporate transaction), without prejudice to the rights of users. The user may not assign his rights without the prior written consent of DF.
Article 23 — Severability
If a provision of these Terms is held to be null or unenforceable by a competent court, the other provisions remain in force.
Article 24 — Applicable law and resolution of disputes
24.1 Internal appeal
Any sanctioned user may lodge an appeal within 14 days via the Platform's support. The DF teams examine the appeal and notify a reasoned decision within 7 business days at most.
24.2 Prior amicable resolution
Prior to any litigation, the parties undertake to seek an amicable resolution via DF support.
24.3 Applicable law and jurisdiction
These Terms are governed by Cameroonian law.
- Disputes with a Client (consumer): failing amicable resolution, jurisdiction of the competent Cameroonian courts of ordinary law.
- Disputes with a Facilitator (relationship between professionals): the parties may agree to resort to arbitration within the framework of the OHADA Uniform Act on Arbitration Law; failing that, jurisdiction of the competent Cameroonian courts.
